Yes the weather is warm but it gets windy and chilly sometimes. The solution is to wear a cardigan and some tights with a dress just to warm yourself up a bit. Also it help with your over all appearance, it makes you look less "skimpy" with the clothes. And besides, if it isn't that windy or cool anyways and maybe really hot, keeping on the extra clothing adds to the outfit as accessories and completes it.
